If you want to run everything on your own infrastructure, keep full control of the database, and only need an asset register with check-in and check-out, Snipe-IT is a proven, free option. It is open source, so you can modify it, and there is no vendor in the loop. The trade-off is that you own the hosting, upgrades, backups, and security patching, and you will need separate tools for ticketing and monitoring.
